What it measures

10 scored dimensions in two groups. Outcomes (60% of the score): Credit literacy, Credit access, Financial inclusion, Digital banking, from survey data. Policy (40%): Innovation, Consumer protection, Government support, Financial education, Youth education, Public awareness, from 17 checklist items with one public source each.

Scale

Fixed 0–100 goalposts (survey percentages 0–100%; PISA 350–600), so scores are comparable between editions.

Policy items

Yes = 1, Partial = 0.5, No = 0. A dimension's score is the average of its verified items × 100. Items that cannot be verified are left blank, never scored as zero.

Composite

60% average of outcome dimensions + 40% average of policy dimensions.

Thresholds

A score needs 8 of 10 dimensions verified; a rank needs 9 of 10. With 8, the economy is shown as provisional.

Data

World Bank Global Findex 2025 (2024 survey round; 2021 where 2024 not published; values older than 2020 excluded); S&P Global FinLit Survey 2014; OECD PISA 2022 (shown, not scored); 822 of 850 policy facts verified (97%), current to October 2026. An independent re-check of 91 facts confirmed 85.

Shown but not scored

PISA 2022 (13 economies), credit card users paying in full (32 economies).

Not yet measured

Reporting transparency, Alternative infrastructure (no cross-country source with adequate coverage).

Limitations

Policy items record existence, not effectiveness; credit literacy data is from 2014; some regions have only two or three economies.
